Police claim new video proves that Plebgate PC was telling the truth:
Sources say footage supports accusation public were ‘visibly shocked’ by Andrew Mitchell outburst
Supporters of ‘Plebgate’ ex-Minister Andrew Mitchell spoke out last night after new CCTV footage emerged that was said to back the claim that Mr Mitchell abused PC Toby Rowland.
Well-placed sources said the footage of the incident – in which officers refused to open the Downing Street gates for Mr Mitchell to cycle through – clearly shows two women walking past.
This detail corroborates PC Rowland’s account of the 2012 incident, according to which ‘several members of the public’ were ‘visibly shocked’ when Mr Mitchell called him a ‘f***ing pleb’.
But a close friend of Mr Mitchell, former Tory chairman David Davis, last night said: ‘If this is the level of the police’s forensic ability, we should all despair.’
Mr Mitchell, who lost his Cabinet post over the row, claimed last year that CCTV video obtained by Channel 4 showed PC Rowland had lied because there was no sign of any members of the public witnessing the incident.
A police source familiar with the new footage, which was filmed from Richmond House, the offices of Health Secretary Jeremy Hunt, said: ‘You can see two women walking past when Mitchell argued with Rowland, another man with a rucksack by the gates and another group comes by just after Mitchell has left. It strongly supports Rowland.’
Last year, PC Rowland was cleared of lying by the Crown Prosecution Service, which said the Channel 4 footage ‘did not show the full picture’ and that other CCTV video was ‘consistent’ with Rowland’s story.
But Mr Mitchell’s lawyer Stephen Parkinson, who has also seen the new video, claimed that it backed Mr Mitchell, not Mr Rowland.
‘The only person present near the gates is the man with the rucksack and there is no sign he heard anything,’ he said. ‘The two women were too far away. The other people arrived after Mr Mitchell had left.’
