Contest between Steve White and Will Riches was decided in unorthodox way after JCC was evenly split.
A spokeswoman for the staff association said that the action â€“ which saw Steve White take the helm in a contest against Will Riches â€“ was in the regulations after the vote was tied.
As reported on this website, the election of the national chairman is currently decided by members of the Joint Central Committee (JCC) â€“ which on May 23 was evenly split.
The spokeswoman added: â€œThe vote for chairman was equally split. In accordance with the election rules, the chairman was elected on the toss of a coin.â€
The election is likely to be condemned by politicians after MPs on the Home Affairs Select Committee suggested that a proposal, in the independent review, to give Fed members throughout the country the vote should be implemented immediately after the 2014 national conference.
Their report said: â€œIn recent years successive chairs seem to have become enmired in interminable, internecine power struggles that would not have been out of place in a medieval court.
â€œRe-establishing the post of national chair with the unassailable authority that would come from direct election by the whole membership of the Federation is essential if the chair is to be the credible, authentic voice of rank-and-file officers.â€
In an interview with PoliceOracle.com one member â€“ who wished to remain anonymous â€“ said it was â€œunbelievableâ€ that a chairman had been chosen at the flip of a coin.
He added: â€œAs soon as we get to the position of one member, one vote, the better. To have an issue decided in this way is appalling and a new system is needed immediately.
â€œI think that a national membership list should be compiled within the coming 12 months â€“ and we should have a new election for a chairman nationally within two years.â€
Ian Hanson, Chairman of Greater Manchester Police Federation, said that the electoral process in its current form needed to be respected â€“ but he stressed he was an advocate for change.
He added: â€œThe process must definitely be opened up â€“ this is the only way forward.â€
