The Chief Constable of Staffordshire, Michael Cunningham, has expressed astonishment that 42 vacancies for PCâ€™s in the force received 3000 applicants.http://www.staffordshire.police.uk/news/news_releases/140620_21_recruits/
The problem with this story is that this plays into the hands of Tom Winsor, HMIC. In his report on policing, he stated that one of the reasons he could reduce the pay of constables was that there was no shortage of recruits. No thought about what the quality might be. Clearly any old hoi polloi can be a police officer.
When it comes to jobs at the top though, Mr Winsor made it clear we need to pay more to attract the right quality people. He introduced the discretionary 10% bonus for Chief Officers. In reality this means that every PCC pays their Chief Constable another 10%.
There are no shortage of applicants to be MPâ€™s, but they have just had an 11% pay rise. Part of the justification for this was to ensure that quality is maintained.
There really is one rule for one and one rule for the majority!
